I have been trying to add a user but his not getting the email that can allow him to access JIRA.

This sometimes happens if the first time an email went out, we get a 550 error from the mail server. The user is then blocked from receiving future emails since 550 means the user isn't found.
I can remove the block for you, but since your email address doesn't contain a private domain, I'm not able to narrow-down which email you might be talking about.
If you're comfortable you can share part of the domain with me and I can look to see what is being blocked for it, but if not, I can create a support ticket for you.
