Use the issue type in a different project with a different permissions scheme.
The create function in a project does not have any way to restrict who can create an issue type - you can either create an issue or you can't.
Some people try to play tricks with javascript, but I'd avoid that. There's also an ugly hack where you can place validation on the issue type that breaks it for some users, but that's horrid because the users are misled into creating the issue and then annoyed when it blocks it.
