I'd like to be able to hide the 'People' tab from all issues for all users. Is this possible? Running Jira v8.3.3. Thanks.

No, the people panel cannot be hidden.  You might try to hide it with javascript tricks, but the data will still be exposed in the html, and it's possible to bypass javascript as well.
