Hi Owen,

Which is your version of JIRA? If it's 7.x, do you have JIRA Software installed and licensed? The Velocity Chart is exactly where the article points you to - open an Agile Board and click on the reports tab. If there is already a report opened, you can switch to the Velocity Chart report from a drop down at the top left corner of the board main panel.
