I cannot add someone in my organisation to the watch list

I work in an organization and after cloning an existing JIRA ticket, I cannot another colleague of the same organization as a watcher. Any idea?

This usually happens when the user doesnt have access to the project, so the first thing that I would check is, if they have access to the project. If they have the access & yet its not working then, I'll check the permissions scheme, whether the role that is assigned to user is a part of correct permissions scheme or not. Check this to understand permissions better.
