I cannot access Backup Manager. It does not appear in "Import and Export", nor I cannot access it by URL specified in this article!

This question is in reference to Atlassian Documentation: Exporting issues

Exactly as in title.

In JIRA Import Wizard there is:

  1. Back up your JIRA Cloud site data using Backup manager

Clicking it routes me to 404 page. This is the same URL proposed in the article.

How can I export my JIRA instance? This is cloud instance, so anything that applies to exporting stuff locally from shell does not apply.

That needs to go to https://support.atlassian.com - the backup manager should be available, and if it's not, they need to investigate.
