This might be due to permission or workflow restrictions. Check if your role has the "Create Issues" permission. If not, update the scheme or request assistance from a Jira System Admin.
Also review the Workflow to ensure there are no conditions or validators on the "Create Issue" transition that might be blocking ticket creation

Create permission in your project
Also under project settings > workflows there is not condition or validator set in the workflow of the project
