I am getting SocketTimeoutException: Read timed out ERROR, while configuring SMTP?

I am getting the following below error while configuring the SMTP and testing the connection.

Unfortunately no connection was possible. Review the errors below and rectify:

• SocketTimeoutException: Read timed out

Can anyone please provide solution for this

1. Which Atlassian product are you using?
2. Has this worked at some point in the past?
3. Was there any kind of change to the Application?
4. Are you able to reach the email server through other means?

can't configuring the SMTP Mail Server for Jira  v 8.7.1 for localhost.
