How we can assign permission to create a new project to non administrator user?

We would like to assign permission to create a new project to non-administrator. Is there any possible way how to do it? Thanks

Not natively.

I use scripts (with the Script Runner add-on) or Wittified's project add-on ( https://marketplace.atlassian.com/plugins/com.wittified.jira.project-creator/server/overview ),although there are some other add-ons which can do it in different ways
