How to set a mandatory satisfaction rating before closed status?

Hi 


We have a situation, where we want to make satisfaction rating mandatory when customer closes the request as resolved or done (status); or even before it moves to resolved state / closed state - customer is to be mandated to give rating... How do we acheive this ? Can there be any workflow validator which we can implement in 3.4 version.
