How to set a Global permissions for managing users but not as an Jira Admin?

Hi!

I need to create an user to manage the users in Jira but I don't want to give him the Global Permission "JIRA ADMINISTRATOR". Is this possible?

Hi Mage,

Currently in JIRA, if you want to manage the users you must login as JIRA Administrators, here is the documentation regarding Managing users in JIRA:

However, I found there is an known feature request from other users, that request for a 'User Management' permission alone within JIRA:
