How to route incident based on queue assignment

Here is business case which i need to set up

All incidents for IT help should route IT help queue

All incidents for HR help should route to People's Management queue.

Set up following request types

Groups         Request Type

IT Help -      Application Issue , Laptop Issue, New Software Request

HP People Management - General Inquiry, Payroll Issue.

 

Queues - IT Help, HR queue.

Now i need to route all request under IT Help Group to route to IT help and all request under HR people Management to HR Queue.

 

2. Secondly, can there be set up of Sub Queue for example under HR Queue, need to set up Payroll queue so all request/issue for Payroll route to Payroll Queue.
