How to restrict issues only to reporters

How can I setup an environment where I restrict the issues created in a Jira project to only be viewed by the reporter and for example my colleagues?
You can compare this with a helpdesk environment.

I don't know if you can do it on OnDemand (but you've got Atlassian in your name, so you should know this already)
