How to require a Comment when an issue is 'Flagged'

The team would like to require a comment be made when someone flags an issue as well as when someone un-flags an issue. I know you can choose the "add flag and comment" option, but the comment is not required and I can't access that screen to modify it to that.

I guess I could add a 'Blocked' status and do it using the transitions, but was trying to avoid that.

Anyone have any suggestions?

This flagging is part of the agile plugin functionality. I guess, this behavior can only be implemented by Atlassian. Create a suggestion and hope that many others vote for this - then you have a good chance.
