We are using the Service Desk plugin.
We want to permission it so that only certain users can turn on or create a new service desk.
Is this possible and if so, how?
A way of configuring if would be that only administrators have the power to create new service desks.

The user are internal or external.
If they are JIRA user , you can create a group and put the user that they have permission to create Service desk request on it and add this group to the create issue permission.
