How to notify a person if a field is filled in when creating/editing issue

Is it possible to notify a person if a certain is filled in, for example, we have a social media field and if this custom field has data entered in it then I would want to notify the social media exec but if it is left blank they don't need to know about the issue? Is this feature possible?

I would need to add this feature in the editing screen as well.

Using JETI you could do this as a email notification. The notification would have a jql social_media is not EMPTY then the email event would happen.

In order to prevent the email from being sent multiple times you would have to have additional filter such as social_media CHANGED

or

social_media is not EMPTY and social_media CHANGED
