How to modify forgotlogindetails.jspa or loginform.jspa in Jira 7.X

I have modified the modified the login.soy page in the jira-gadgets-plugin-7.6.3.jar but when I modify the forgotlogindetails.jsp or the loginform.jsp page the changes are not being reflected in the page display.  I have even tried deleting the pages with the hopes that this would cause a 404 error so I would know if I was on the right track.  This made no difference on the page displayed, so it looks like these pages are not even used.

I have started and stopped the services cleared the cache files without any success.

I have tired in version 7.6.3 and in the early release of 7.7.

Operation system is windows.

Has anyone successfully modified these pages?

All the system plugin JAR files under JIRA_Home/plugins/.bundled-plugins are overwritten by the original JAR files from JIRA_Install_Directory/atlassian-jira/WEB-INF/classes/atlassian-bundled-plugins folder whenever JIRA is restarted.
