How to make user to the name and email address in Issue Collector mandatory to fill

I have a question of the plug-in "Issue collector". Is there able to make the the Name and E-mail blanks mandatory to fill? For now, I found it is unable to modify the properity in these 2 blanks area in the "issue collector".
