I am making field required during even editing of ticket but it is allowing empty values during editing of ticket
I can make during each transitions in workflow and also in field scheme level but not able to make during editing of ticket

making field mandatory on "inline-edit" is not implemented and, with the new edit-style, probably problematic.
You caa however set the field to "required" in the Field Configuration Scheme. This will make it required wherever you encounter it. Starting on Issue creation.
If this is not the right usecase please explain it to me even more. I am not 100% sure.

Could you maybe provide the Field Type you have and maybe even the context/default values for it? Some fields behave different on which data types are allowed.
