How can we localize custom fields (and value in list), custom issue types, custom statuses, transitions? It is possible?
For this are using localization files (*.properties)?

Note that we would only like to localize names of fields ... not the content. We needed localization to multiple languages.

Yep, this is solution for statuses and issue types... what about custom fields and transitions?

We have implemented a plugin for doing translations of custom fields, options, tabs in screens also working in then issue navigator. What we currently not support is translation of Filter and Dashboards, but could be done also.
PLugin is currently not on the marketplace. If you are interested in evaluation and buying the plugin we can send you an offer.
