Is there any (SQL) query that returns all filters that a given dashboard is using? I have several dashboards that need to change owner, but also I need to change owner of all filters used in these dashboards.

I don't have an exact answer for your question, but you can enable SQL logging per: https://confluence.atlassian.com/display/JIRAKB/How+to+Enable+Detailed+SQL+Logging+in+JIRA and then edit some filters and dashboards to reverse engineer the tables you need to modify and their relations.
