Take a look at the capabilities of the Zypher import tool and most likely cover what you need.
The main focus of the importer is test cases, but it can import just about anything inside JIRA.

There are already loads of other importers available built-in. Zephyr is focussed on test cases and we really have no idea what the poster actually needs yet.
