How to grant JIRA Application Access to User who never logged in?

over "Application access" its only possible to grand access for groups, our userdirectoy scheme doesnt allow for global user groups and granting access for every single groups isnt feasible.

did someone maybe had the same problem and got a good workaround?

I've seen it in a couple of places, and the answer has always been: Use your user directory properly and set up a group for "can use JIRA"

I've never been able to find any other work-arounds.

i would like to, but we dont have any access to it...
thats the problem when youre in a bigger company with smaller branches and the big guys direct the way things work...
