How to give permission to a Kanban board without ability to click in and view full issue

I would like to give various departments access to see where issues are within our workflow without the ability for them to click into the kanban tiles and see the full content/comments/history of the tickets.

Is that possible?

It's an all-or-nothing thing.  To see an issue on a board, the user has to be able to see the whole issue.
