How to generate a Free User Report?

Lets say I have 10 users in JIRA and only 4 of them are assigned to some issues.

Rest 6 of them are not having any issue assigned to them that means they are free. How can i generate a list of such free users in JIRA.

Hi Kajal,

I'm interpreting your "free" to mean, "available to accept work."

This isn't the best thing in the world, but you can use the LACK of data in dashboard gadget to see this.  For example, add the "Two Dimentional Filter Statistics" or the "Issue Statistics" gadget to your dashboard to show "assignee" data.  If a user is NOT listed, you can assume they have no allocated work. 

A much better way is with a paid add-on, called Portfolio for JIRA.  It has both team and user capacity management features.
