How to fix "missing dependencies: User JIRAUSER12345" errors

Hi all,

I am using the migration assistant tool in our Server installation to migrate projects to the cloud. All users and groups are migrated and I have manually fixed the permissions correctly in the "Directory" section of the cloud site.

When I start to migrate one project, I get a lot of missing-issue-link issues, but that's fine for now. Logic, because not all projects are migrated yet.

Therefore I do also get this one (157 times);

2022-08-18 10:58:36.656035 ERROR PRO project-import We couldn't import Issue PRO-1264 because of 1 missing dependencies: User 'JIRAUSER10522'. This caused 40 other items to fail. Check the reasons for the missing dependencies on your server site.

2022-08-18 10:58:38.356530 ERROR PRO project-import We couldn't import Issue PRO-1055 because of 1 missing dependencies: User 'JIRAUSER10913'. This caused 51 other items to fail. Check the reasons for the missing dependencies on your server site.

2022-08-18 10:58:56.429699 ERROR PRO project-import We couldn't import Issue PRO-1427 because of 1 missing dependencies: User 'JIRAUSER10407'. This caused 16 other items to fail. Check the reasons for the missing dependencies on your server site.

After some searching and digging I did understand some users doesn't have the right permissions, but as far I can see, they have.

Any ideas on this?
