How to find part-time Jira/Confluence/FishEye/Crucible administrator?

Anyone have ideas how to find someone who can locally/remotely perform admin activities for the Atlassian tools hosted in-house?

We don't have enough usage to justify a full-time admin, but need someone to handle the creation and maintenance of new projects, users, workflows, customizations, and also helping us learn/utilize the tools in a more expansive way as the tools gain traction in our company.
