How can i find out which projects in my JIRA instance does NOT contain any components?

What are my options, via the Admin UI? JQL? REST? Or directly running queries on DB?

Write a script using REST or query directly in the DB. There is no option for it in the UI or via JQL (unless you write a plugin).
