I have a PMO who would like to extract all the releases (versions) we have released this year. Is there a way to get this information out of JIRA. I know you can go to the manage versions in the project but there is now way to extract that data.

Go to your project "Overview" page, select "Versions", select a version then click on the "Release Notes" button.
