How to edit user picker (multiple user) field?

I've added a User Picker (Mutiple User) field to attached SMEs to a ticket when the group is selected. However I am unable to edit the field except when using Custom rules. I want the SME's to have the ability to remove other people from the ticket if needed. 

If i Add the filed as an Admin it can be editable. But not any other way
