How to delegate user administration without full admin priviledges

Hello,


I'm currently managing user administration for JIRA and it's taking a lot of my time. I would like to delegate this task to somebody else so that I have more time to browse reddit at work (jk). I also cannot give full administration privileges.  I need the delegate to be able to create/delete/edit user accounts. 

Is there a way to do this?
