I am unable to create more users after 10. When I click on the upgrade user tier, I get the message that my tier upgrades automatically but I am NOT able to create anymore users on my JIRA Instance. Please support ASAP, I am in the midst of migrating from server to cloud when this hits...

You should definitely be able to create more users, and your billing would automatically be upgraded according to the number of users you have in your instance. If by any chance this is not happening, please raise an issue with us at https://support.atlassian.com so we can work on getting it fixed.
