How to create an issue type?

I am not getting option to crreate an issue type in Project administration?
How can I do it?

I need to create Test Case issue type.

Hi Utkarsh,

the regular way is: 

• Open Jira Administration ->  Issues
• Click on "Issue types" in the left menu
• On the upper right corner there is a button "Add issue type"

Do you have administrator permissions in your Jira?

I do have admin privilages but am not getting the "Add issue type" button

That's the project administration.  You need to use the JIRA administration stuff as Thomas mentioned before.
