How to create a Consumer Key/Application Link for Java application for JIRA Cloud?

We use JIRA Cloud, and I am creating an application to bulk-create issues from a third-party database using the REST API. I am at the statge of auth, and I am following the OAuth tutorial at https://developer.atlassian.com/jiradev/jira-apis/jira-rest-apis/jira-rest-api-tutorials/jira-rest-api-example-oauth-authentication. However, I cannot find where to add the Application Link / get the related keys on the JIRA Cloud administration panel.
