How to create Jira admin account with admin priviledges over a single group of users?

Hello,

We are hosting  a group of users that require to have their own limited admin account with full permissions only over  their specific group and specific project.Is there a way to customize an elevated account with the above requirements?

There's no way to do this.  Admins get rights over everything.
