How to control the transit permission to individual users?

We want to give only a set of users to be able to close a ticket. There is no corresponding domain group for these users, only an email distribuction list. The good thing is this project is with its own schema.

You could create an own role. Add these users to that role, and have a condition in your close step that only members of that role can perfom that transition.

It will be independent of the email list of course - that has nothing to do with JIRA.

No. A role goes across all projects, the whole point of roles is that they are there for everyone. Doesn't mean you have to put anyone in the role for your project though. As Udo says, add the role, then the users you need in it.
