We should create lots of projects in JIRA Cloud to cover our recent workload, but it takes too long if we need to do this one by one.
Is there a way to upload projects from a template using a CSV file, or something like that?

For JIRA Cloud take a look at https://marketplace.atlassian.com/plugins/org.swift.jira.cli - it's probably your best option for a manual approach. For non-server (we haven't been able to port it to JIRA Cloud yet) take a look at https://marketplace.atlassian.com/plugins/com.wittified.jira.project-creator
And specific to CSV, you can use this action: https://bobswift.atlassian.net/wiki/display/JCLI/Reference#Reference-runFromCsv as a front end for https://bobswift.atlassian.net/wiki/display/JCLI/Reference#Reference-createProject.
