How to broadcast a message in jira?

Hi,

There are few instances when I would be shuting down jira for some db update.

At such instances I would like to broadcast a message in JIRA rather than sending a mail to all the users.How is this possible?

Jira is not a messaging application. But, it does have an "announcement banner" that the administrators can put text into (very common to use it for "we're upgrading tomorrow" type messages).

It will appear as soon as a user refreshes or navigates to any screen in Jira, so it's pretty close to broadcasting.
