we have purchased 3-agent license for our business. As a fact I would like to add users to JIRA, that would be solving the tasks after agents assingning them the task. In terms of business process - users, that will see the task with all the comments and will be able to close them after the task is done.

That's correct, your agents are the ones who are supposed to do the work.
