How to add a custom link in JIRA top navigation bar?


I searched and found various hits on this such as creating a web-item in some xml file but I don't know where to put that xml file and if that is really all that is involved?  We have a Confluence page that is our current action item list and I want to put a button on the JIRA nav bar that developers can click to take them to this Confluence page with ease.  Can someone please give me the quick rundown on how to add a web link and where to put this file?

This widget could not be displayed.

You need to create a plugin and the plugin can have just the atlassian-plugin.xml with the web-item module in it. Check out the Atlassian SDK documentation to figure out how to create this plugin.
