How to access the built in "Add/edit initiatives" functionality

This question is in reference to Atlassian Documentation: Adding and editing initiatives, epics and stories

Hello,

I'm a software dev working to administrate a JIRA Server instance. We have been trying to come up with a solution for working with "packages of work" above the epic level. We looked into the Structure add on and now are trying to use JIRA Portfolio.

The referred to article discusses explicitly being able to create and edit initiatives and I don't see anything like what is shown in the article:

How do I get to this backlog view that has these options?

Does it need to be a specific project type?
