What is the impact if this is not enabled?

If jira-mobile-connect is not enabled in the instance the worst you can have is if somebody used the Location custom field.

That is the only thing added that somebody could try to use outside its functionality.

Is Apple Store "JIRA Connect" App different with JIRA Mobile Connect?

Jira Mobile connect is a way to gather feedback from mobile apps. 

So there should not be anything in the app store. You should download the SDK and integrate that into your app.

JIRA Mobile Connect is preinstalled on the cloud instances.
