I have the following question:

How much data traffic is the JIRA Service Desk roughfly going to generate on an internet connection with an expected amount of external users being aproxmately 15 - 25..?

That depends on the amount of data in comments, how many people are reading and reloading the information. Easiest way to find out is to note down the current byte count on the network interface and return a day later, write it down, wait a week, write it down. Some organization might allow large attachments in their JSD deployments, while some only allows comments, and this will needless to say vary between different users. Hope this helps.
