I have created a webhook to send post request whenever a ticket is been created/updated. we have 100 of tickets are been updated per second. I'm worried if the webhook will affect the jira performance.

I think you should do load testing of your configuration. We integrated load testing in our development process. In this case you always can be sure(or with high probability sure) that your configuration works as expected.
