I am going to have multiple production instances for JIRA Software. I did some reading on federation and at the end of the article, there was a recommendation to connect with an Expert. Is it really as hard as it sounds? Do you need to be on a specific version of JIRA for this to work? I just need to get started in the right direction.

Are you talking about JIRA Data Center? It's not that hard, Atlassian have very good documentation about it.

That KB links is very straight forward. Setting up JIRA with different availability and redundancy will depend on how your team set it up and what you implement along with it. It should not be that hard.

That article could do with some updates - there's a new add-on that can help with synchronisations, the info about Script Runner is out of date (it's supported now, and yes, I work for Adaptavist) and so-on. The basic ideas are still right of course.
