How do you create an automation that assigns a ticket to a specific agent based on a request type?

I want the conditions to be

 

If ticket is from X state, assign to X agent.

First way that comes to mind is to create a workflow for each issue/request type. In each workflow you assign to the agent that should get it, then you connect them all to the same workflow scheme for your project. So X Workflow assigns to X, Y Workflow assigned to Y, and and then in a workflow scheme you specify X workflow for X issue type, etc...
