How do we configure a new field while we create a new issue in JIRA tool and the currently available fields to configure are as below:
Assignee, attachment, Component/s, Description, Epic Link, Fix Version/s, Labels, Linked Issues, Priority, Summary
The project you are going to create issues in comes with - among other schemes - an issue type screen scheme. This scheme determines the different screens you will be using for different issue types. You can have a create / edit / view screen in a scheme. For more information, see this link.
If I understand you question well, you want to configure the create screen for your project to only the fields you mention. Through the project configuration, find the screen scheme relevant to you project. You can click through the screen scheme to find the create screen:

(might be a good idea to reorder the fields so the order makes more sense).
