You can bind custom fields to projects and issue types.

You can also determine which screens they appear on and can hide them using screen schemes and field configuration schemes even if they are available in a project or issuetype.

Thank you Jobin, Im new with JIRA and have been asked to look into the tool. I will be putting up more questons since I am not familiar with the tool at all. I appreciate your help.
