You can bind custom fields to projects and issue types.

See https://confluence.atlassian.com/display/JIRA/Adding+a+Custom+Field and https://confluence.atlassian.com/display/JIRA/Configuring+a+Custom+Field#ConfiguringaCustomField-Context

You can also determine which screens they appear on and can hide them using screen schemes and field configuration schemes even if they are available in a project or issuetype.

Thank you Jobin, Im new with JIRA and have been asked to look into the tool. I will be putting up more questons since I am not familiar with the tool at all. I appreciate your help.

Are you able to add/remove fields?

Yes, that's exactly what the document Jobin pointed you at says.
