How do I track Admin time when it doesn't apply to any Jira?

The only thing you can log work against is a Jira.

Problem is that it doesn't make a lot of sense to log time in a void - you always want to log it against something.
A lot of JIRA admins set up a JIRA or "Atlassian Tools" project in their systems and encourage users to log requests in there. It's not uncommon to see a permanently open (or weekly or monthly) issue in there to record general admin time in.

I call such a project the metatracker project. Where you track work on a tool in the tool itself.
